A parking fine is also know as a Penalty Charge Notice (PCN).
These are issued when your vehicle breaks parking regulations such as:
- parking on double yellow lines
- not displaying a valid pay and display ticket
- parking alongside a dropped kerb
- parking more than 50cm from the kerb.
Havant Borough Council has powers to operate civil parking enforcement and employs Civil Enforcement Officers to ensure parking schemes and restrictions are followed.
PCNs are issued under the Traffic Management Act 2004.
How to pay a parking fine
Pay a parking fine online
Please ensure you include your PCN number which starts with HV or VA followed by 8 digits/letters.
The payment service is run by East Hampshire District Council but also covers PCNs issued in Havant.
Pay a parking fine by phone
You can pay a parking fine using the automated payment line: 0345 452 0150. Calls are charged at 3p per minute plus your phone providers access charge.
This is available 24 hours a day, 7 days a week.
Pay a parking fine in person
You can pay a parking fine in person at the Plaza using the payment kiosk, the kiosk accepts cash and debit/credit cards.
Pay a parking fine by post
To pay by post, please send a cheque made payable to Havant Borough Council to: Parking & Traffic Management, PO Box 263, Petersfield, GU32 9FD.
